Motherboard failure after power outage?

I was out for a few days and when I came back and turned on my pc, there would be no output. All the fans are spinning. On the GPU too so I don't think that's the problem. I asked a person that was coming to my house to take care of my dogs if he knows what the hell happened and he said no, but there was a power outage, and he had to throw away all the stuff from the fridge. I have resitted the CPU and GPU and didn't work. I also plugged in the HDMI cable to mobo and there was no output too. The monitors detect that they are plugged in bc when I unplug them it says no signal instead of previous going to power saving mode. Any tips? I took out the CMOS battery and put it back in. And that didn't work too. Should I replace it? All the components seem to work, including RAM, because I just bought a new 4gb stick.

Ryzen 5 1500X
12GB 3x4GB Corsair Vengeance
Gigabyte AB350M Gaming 3
550W Corsair psu

I'm also gonna add that since all the fans are spinning and leds are on, I think that the psu is fine. But can never be sure. Looked around the mobo and none of the capacitors seems to be blown or broke.


Edit: 2 transistors appear to have a little burntlike marks on them, B BIOS
and M BIOS.
 
Solution
It's not power outage that can damage something, it's when it comes back that high voltage surge occurs. A good PSU should have been able to absorb it and protect other components. My first reflex would be to try with another, known good PSU first.
