Gpu usage and cpu usage neither reaching 100 percent

I've been testing out my cousin's PC and I seem to find that he gets extreme stuttering during games and looking at msi afterburner the cpu cores never reach 100 percent and neither does his graphics card, I thought that it was ram but he has 8gb 1333 mhz dual channel, additional info: his psu is 20 watts under max load


Specs:
Gpu: GTX 660 ti
Cpu: amd fx 4130
Board:biostar a960d+
Ram(mentioned above)
Psu: 400w generic brand

Gpu typically is around 40 to 60 degrees, cpu is 30 degrees to 40 degrees during games , my cousin said he mounted a third party cpu cooler
