Is it safe if I have my i7 8700k @5.0GHz with a voltage of around 1.4-1.45

Well for cooling I have a Corsair Hydro h115i AIO should that be enough for it?

That's very high. You should reach 5.0GHz with 1.30-1.35v.
Did you update the BIOS and enable LLC on level 4-5 (50%) (Load Line Calibration)? What about disabling power saving?

Anything above 1.40v will start degrading the CPU. Also, keep your daily max temp to below 75c or below 85c on torture test.

This is a bad idea. You should be able to go lower voltage than that. At 1.4v it will fluctuate both up and down a tiny bit. At any voltage it will. Keeping your voltage there will degrade your cpu over time. Also at 1.45v you need to be running a custom loop and delid the cpu. A regular 360 aio is not going to get the job done.

Find a nice spot that is lower and balance it with LLC.
