PUBG low gpu usage

I have problems in game called: PUBG, other games running fine
I have i3 8100 and 1060 3Gb
i have low gpu like 40-80% changing all the time, when it drops to 40 i got fps stutters for like 3 sec and then fps goes back to normal 80-100fps
temps are good on cpu and gpu
shouldn't be bottlenecking, because R6S (Rainbow Six Siege) i have 99% gpu..
In game cpu usage is 60-80
ram usage ir normal..
Tried chaning resolutions, in-game settings, fps are the same...

Watch your HDD usage, when it lags, it might be loading from the HDD. You can also run speedtest.net to find out if you are getting the speed you are paying for.

Im using only HDD. My internet speed is 100mbps downlod and 70mbps upload.
I paid 600€ for that pc

RSS is easier to run than PUBG so that proves nothing. If you can change settings and/or resolution and framerate stays more or less the same, that implies the CPU is holding you back for some reason.

When you monitor temps and usage, do you also monitor clockspeeds? Is your CPU operating at the correct speed? How much system ram do you have?

all cpu clocks are 3600mhz, not changing and i have 8GB ram, maybe that's the problem, because it's 8GB 2400mhz
