Base clock and mem clock MHz dropping for no reason??

Iv had alot of problems with this custom built computer and finally i had it running but had an issue of having video stuttering and audio brrrrrrr sounds. Last night i downloaded MSI afterburner and found that my base clocks were super low with the GPU clock at only 100-300 and the mem clock at 400MHz. But i found that it had risen to GPU of 1600MHz, and 4800MHz and i had no issues whatsoever of video stuttering or audio problems. Then today i tested it some more and found that while watching videos it hovered really low and would sometimes rise and when it would fall back down i got the stuttering and audio buzzing sound. I play games so i had Battle.net client just sitting in the background and it rose up high again and is staying at a constant good level. Anyone know how i can get the base clocks up and running at what its supposed to be at?

the gpu shouldn't always be at full power, otherwise there is a problem. if you have 2 screens then you should be able to monitor the gpu clocks in a game. if in game there is no fps limit and there is no bottle neck with your cpu (would help to know) then you should see that the gpu is being fully utilised. as to do with the stuttering and audio that might be the motherboard or the or the graphics card. i would recommend checking with a specialist and then maybe request a refund. if you dont have 2 screens, then you can configure in msi afterburner settings the ingame monitoring. there you can always see whatever you want aslong as it is configured in the msi afterburner settings. hope this helps.

thank you, here is my CPU AMD Ryzen 5 2600 six-core Processor. Inititally too when i first built my computer i had a bad motherboard and i exchanged it for the one that works now. What would i be looking at in the msi afterburner monitoring?
