Need advise on GPU upgrade for Dell Optiplex 390

I need some advise on what are the compatible GPU's that I can install to my unit especially the max GPU.
My Dell OptiPlex 390 Mini Tower unit has these components;
OS = Win 10 Home Edition
MOBO = S1155/H61
CPU = Intel i5-2400S, 2.5Ghz
Memory = 4GB
Storage = Samsung HD321HJ ATA Device (320 GB)
GPU = Integrated HD Graphics
PSU = 600W True Rated

Tight budget.
How tight.

Is your Win10 32bit or 64bit? If 64bit, you must increase memory to at least 8GB.
Your hard drive has only 8MB cache, too slow. WD Black 1TB has 64MB cache, and can be used in the next PC.
Video card. Are you planning to buy new PC or build yourself? Not to waste money now, I would recommend to stick with GTX 1050TI, you can get stronger card, but much stronger ones will be bottleneck by your CPU, until you get better PC and move this card there.

All old games have very low PC requirements, but Witcher 3 will crapped out on yours:

My purpose is to be able to play more advanced games i.e. NBA 2K, Diablo 3, Witcher 3. Right now I am on tight budget but I am planning to get new rig by next year so I have to stick with this one

Your CPU just below minimum, do you want to do something about it? GTX 1050TI would be enough in this case. And as you see, you will need 8GB RAM (we will talk about RAM later, first CPU).

What are you budget options for CPU, upgrade or not?
