Whether it's an Xbox One Elite, Xbox One, or PS4 controller, whenever I move either joystick on my PC it registers a quick press to the right. In games, this leads to characters occasionally defaulting back to looking right at every press. It is not constant, but occasionally.
I have an Xbox One Elite controller, so I was able to document the issue on the Xbox Elite controller dashboard. However, I must emphasize that every controller is doing this.
I recorded the issue here: https://www.youtube.com/watch?v=ipKsPSvPP4U . You can see the right input in the slight orange glow that moves from right to left despite the direction of the joystick.
