GTA V low FPS but cpu and gpu never max out

Alright, so recently I've upgraded my hardware from an i5 2400 to an i7 2600. not brand spanking new but it's better than nothing. Got my hands on some 1600 Mhz DDR3 32gb kit from a friend and a GTX 1050ti.

I launch the game and it's running decent fps until I move the mouse or move anything. I go online in a solo session my fps is in the 90's then when I move down to the 70's I get in the city or do anything involving explosions down to the 30's which is concerning. I've changed my settings to the absolute lowest 800x600, upwards of scaling the game to 4k and the medium settings and nothing changes fps stays around the same *4k is obviously lower but I thought I'd try to stress the card and see if that was the issue but to my sadness no it wasn't*

The resolution doesn't seem to change it at all.

I've done a lot of research people saying it's ram speed and if you have 1333Mhz that's your issue but I find that hard to believe because other people I know run the game on 1333mhz ram and have no issues at all.

and I can't overclock my ram since I've got the non K i7 2600. at this point I'm completely stumped.
I've done little performance tweaks, updated bios, reinstalled windows, reinstalled gta, deleted the gpu drivers with DDU and reinstalled them.

Edit: it's not thermal throttling as the CPU is on water *Never goes above 60c* GPU Never goes about 65c

Edit 2: Even Freshly updated on latest windows nothing changes, all my CPU drivers and such are installed.

Edit 3: I don't really care if I have to lower settings, I just want to keep 60 fps, which should be possible with this current setup right?

I know it's not the newest and best, but it works for me. the GPU and CPU Usage Hover around the 50-65's. Which makes no sense as Lagg in my experience is caused by something maxing out. As I mentioned above I turned down my resolution nothing changes, I turn it up to 1080 with generally high settings to take the load of the cpu as much as possible and vice versa it doesn't seem to fix my issue.
I will grab a screenshot of afterburner after about an hour of play. Since I don't trust Rivatuner enough anymore.
 

It makes sense because the game only uses that many threads,it tops out 4 cores and a bit more.
Your CPU is actually 4 cpus that pretend to be 8 cpus,it's enough for one of these cpus to reach 100% usage (would show up as 12% total usage) and you already have a bottleneck.

taking a wild guess and the CPU is the odd one out, I'll play for a bit more and monitor all of the cores and see if 4 of them max out.
 

Task manager and most other tools only show you usage over time,since windows uses wear leveling,running the same thread on different cores so you'r first core isn't the only one that's always used,you almost never see individual cores maxing out.

yeah I found that, I did play a bit today after reinstalling the game once again, newest windows update and driver updates. Changed some more settings ingame. https://www.youtube.com/watch?v=1JXegdxj2x8&feature=youtu.be This is what I got, CPU and GPU Only just getting 60 sometimes not even that. but FPS Still dropping below 50. Which to me makes no sense, that low of cpu usage doesn't make me feel those 4 cores are being used 100% but I'm most likely wrong.
 


It's a game designed for PS3 so it's still on 3 cores plus graphics driver and a bunch of helper threads,it will never go much above 60% on 8 cores.
Getting ~50FPS on Vinewood Boulevard which is the heaviest part of the game is very decent.

yeah, I was speaking to a friend that has a 4790k and he still has the same thing. like he still drops fps. Open world games seems to not like me lol.
 


Its not really a problem with openWordl games in general.
GTA V is like 5 years old now.
At that time Intel was leading the Market and 4 Core was mainstream, so every developer were building their games on 2-3 Cores beiing utilized.

Nowdays we have up to 8 Cores and 16 Threads but games dont utilize them because they dont know how to use them. So the other 5-6 Cores are sitting there like "Bro... What do you want me to do?!" and the Games engine is like "pfff i dont know who you guys are! my developer told me there will 4(cores) of you and i can use 2 or 3(cores) for this work but they havent told me you would be 8(cores) of you?! I dont know what to do with you"

haha, that's an awesome way to put it, But for me at least Open world games such as Unturned (Only one that I've noticed the same sorta thing in, besides Forza but Forza is just terribly optimized) But I'm guessing it's working the exact same as GTA, and it makes sense why some cpu's that are slightly better than mine are running better as those singular cores are running and working faster :3
