Norton is an anti virus. It does not specialize in all infection types. Run ADWCleaner and also Malwarebytes for look for adware and malware.

Also try opening CMD with administrator rights and perform command "sfc /scannow" it will check your OS for any issues and let you know if it finds something that may require OS repairs.

That's what I said plus antivirus can't do what anti malwares can do and mostly the PC is affected by malware.
Adding to what @androbourne said.. You can also try to use the DISM command to fix the windows files in case they are corrupted

Which is DISM /Online /Cleanup-Image /RestoreHealth in Command Prompt.
