i5 3570 raising multiplier to 42, still capped at 4GHz

HI, guys! I have a hard time overclocking my CPU. I've set a core multiplier ratio to 42 in the BIOS settings, however, both stress testing and gaming show that my frequency is capped to 4 Ghz instead of 4.2. And, secondly, I can't raise ratio multiplier in BIOS higher than 42, it just automatically resets. Tried to eject CMOS battery, no success.BIOS version is the latest available on the Asus website, 1402.

CPU: i5 3570 3.4 GHz with Zalman air cooler
MB: Asus p8z77-v lk
RAM: 16 GB 1600 MHz
VC: GTX 1060 3 GB

You must be mistaken. Your CPU is an i5 3570. It isn't unlocked because as you can see on your own picture, your cpu doesn't have a 'K' beside it. Unlocked processors (ones with a k at it's end) have higher oc. Besides, each processor has a different cap so it is possible for another person with your same processor to get a higher or lower oc.

Well, you seem to be right, stupid me. But still, I should be able to reach 4.2. Researched a bit, folks say that non-K CPUs are still capable of raising the ratio up to 4 steps (which is exactly the case), however, the frequency is capped at 4 (with temporal rises to 4.1 or 4.2)

Depends on the Motherboard and BIOS version. Some don't allow even one step increase, just turbo.

Disable power saving from BIOS, it can interfere sometimes. And use performance mode from the control panel.

If you can, manually set BCLK to 100 so it doesn't fluctuate

The point is that BIOS allows me to raise the multiplier to 42 (as seen in the screenshot above), therefore I should expect my frequency to be 4.2.

I'll double check BIOS settings that you've mentioned, but probably they are set exactly so.

1. Seems to keep at 42, but will double check after work. CPU-Z tells me that max multiplier available atm of running is 42, hence I assume it should be at 42 :)
2. Did reset the battery, BIOS is the latest version available (1402), though I haven't tried reflashing yet.
