Stuttering only in fortnite

Within the past 2 weeks or so, I have started to notice that Fortnite randomly drops from 120 fps to 20-30 fps. This happens in less than a millisecond, however, it is still very noticeable because it happens every 2-3 seconds, and even more often when getting into gunfights and farming materials. I have tried a numerous amount of troubleshooting methods, such as stress testing the GPU to try and figure out what the problem is with no prevail. A few hours ago, I tried to run prime-95 and my computer just froze, so I don't know whether it might be a CPU problem or not. Other games work fine, but for some reason it only seems to be fortnite having these problems? The game used to run completely smooth at 120 fps until about 2 weeks ago, and I have not installed anything since then.

PC-Specs

Nvidia GTX 960
AMD FX-8350
16 GB DDR3 RAM
650W Bronze Power Supply
120 GB SSD (Which fortnite is running off of)

My settings have been the lowest they can be, the only thing that is relatively high is the resolution which is 1080p, I have been monitoring my cpu usage and it never goes above 70-80%.

I finally fixed it! As weird as it may sound, the culprit was discord. I ran a test in which I played the game without any background services or anything on, and it ran fine. However, as soon as I ran discord, the stuttering occurred. I tried this with other applications such as google chrome, and it did not stutter at all.
