Computer will not boot to bios.

I first saw something was wrong when my PC froze while viewing a web page, so I had to switch it off,

When I tried to boot, it stuck at the screen that says press F2 to go into bios and all the other options, it would not boot, or go into bios.

I disconnected the HDs, problem persisted,
I took the memory in and out, on one occasion when I did this, holding F2 before I switched power on, did bring up bios, but when I plugged my mouse in, it was frozen.
I tried plugging ram in and out again, but didn't boot into bios, so it may of just been luck the first time.

Resetting cmos has not fixed it.

One thing I notice is the CPU fan doesn't spin on switching on straight away, it stutters a few times for a while, it takes a few seconds of this and then it spins.

Sometimes on the screen that displays the motherboard board logo with the text with the various boot commands. the motherboard logo will be slightly corrupted, the wrong colour, or an outline around it, I think the various messages on what keys to press for bios operations will not show when that happens.

This happened not long after an update by windows which was done the previous night, it switched on fine in the morning, but then froze while using it, so perhaps is not related to the update.

The board is a Asrock B85 Pro4, Ive had it for some time, but only just started using it. If the board is broken, can I get a new one on the warranty from Asrock? I bought it of ebay, Ive only used it for a week. I am from the UK so I am not sure if Asrock allow RMA to the UK.
