Hello guys, i need your help at building my new pc.
For better understanding ill try to explain what do i want from my new rig.

For last 3 years i didnt played much of single player games, now i want to play all AAA titles such as GTA 5, Witcher 3, Tomb Rider etc, Far Cry etc.
I want to run all my games in 1080p resolution at 40inch TV and im NOT planning on playing any multiplayer games on this machine, such as Battlefield, Pubg etc.
So i think 30 FPS with blur would be just fine.

I have some pc parts:
I3 6100 / FX8320E
AM3 DDR3 micro-ATX mobo / LGA1151 DDR3 micro-ATX mobo
GT 710 / MSI R9 380 Gaming 4G
16GB DDR3 Ram (8GBx2)
Corsair CX600 600W ATX PSU / 400W ATX PSU
1TB HDD and 120GB SSD
ICE Hammer IH-4500 Cooler / Stock intel Cooler

What i was thinking of:
*Finding as small micro-ATX case as possible, but i didnt found one that really close to console sizes, all of them still big
*Buying a GTX 1050 GPU for 60FPS medium settings, then i realised i dont really need 60FPS, since i plan play only single player games and i decided to buy maybe GT 1030.
*Use my R9 380 gpu, but it wont fit into micro-ITX case, since it is 268mm

In conclusion, i need console sized micro-ITX pc or maybe as small as possible mini-ATX.
Which runs smoothly at 30FPS with medium, maybe high settings.
My budget is 400$.

So, what can i build using my current parts as much as possible, the more parts i can use, the better GPU or CPU i can buy, or maybe DDR4 ram for itx mobo.

This is definitely larger than you want, but it's pretty small for mATX. You could just install the parts you have and that would be it.

These parts would get you closer to the size you want:

That case fits a full-size GPU, but you'd have to switch to an SFX PSU and ITX board.

Really, not even ITX cases are close to console sizes. The Xbox One X has a volume of about 4.3L. The >$200 DAN A4 is 7.2L, and that Silverstone Raven case is 12L. You'd have to buy an Intel NUC to get small enough.
