Terrible PC performance need help please

hi. my pc has been getting a terrible performance overall lately, i had a problem where i was constantly having system crashes, i went to put it to repair and they told me it was the gpu, they cleaned it and it went back to normal for a few days until i was noticing abnormal slows, not in game but with the computer in general, sometimes while watching youtube the video would glitch and then the pc would reboot so i decided to do a system reset to fix the issue. i also updated the bios from a 2013 version to the latest my motherboard could support. So far no restarts happened neither did the glitching but my performance in games has gone bad. games like rainbow six siege where i previously had a stable performance on all maps can't even handle the media room in tower now not even with the resolution scale at 50% with everything set to low. i'm starting to give up on this computer i checked everything from the temperatures to even reseating the card and memories.

AMD fx6300 3.4ghz
MSI GTX 960 2GB
16 GB DDR3 ram 1600mhz
Corsair 650W 80+ bronze PSU

Have you tried the troubleshooting things? Etc changing ram slots/using 1 stick of ram, memtest, so on?
Can't imagine why cleaning would temporarily fix it and then it goes back to being broken.
It seems your cpu is barely bein utilized, go to afterburner osd setings and enable cpu usage.
Take some pictures while in a game, the main menu doesn't show much.
