Mysterious pixel screen

Good afternoon all,
I am not a computer savvy individual and currently my little brother is experiencing issues with his computer that advances beyond the realm of my basic knowledge.
It started yesterday when his games started crashing in a peculiar fashion. They'd either completely close out or the screen would go black and display an array of red pixels. The only game that wasnt effected was the witcher 3 but later that evening it started to lag to where it was unplayable.
Now, the computer will not boot. It comes across with red and green pixels and then just loops in the boot mode. Currently at the blue screen that says recovery. I tried taking it back to a previous version but its encountering errors. I'm at a loss for what to do and wanted to consult this forum before I completely reset his PC.

Solution
Most likely issues are a failing video card or power supply. Remove the 1070 card and test with only the motherboard video. You did not list the motherboard but most have onboard video connections.
