Gaming pc build suggestions

Looking to get a gaming pc, i have a general idea of things but i feel like every time i look at part its alway "yeah lets just get the better one to be safe" and i just want to know what is actually a more suited build for what i want instead if pulling parts out my ass.

Ideal would want to keep it under £700 but an will to go over a bit

I want to be able to play 1080p 60fps ideally on high graphic settings

Game i want to play:
Rainbow six seige
Destiny 2
Doom
Gta

Side question i had screen tearing problem and i got it fixed and it was by using vsync but how do you get high frames do they just have to be below or multiples of your fps to work cause that would be annoying if you were just under the multiple (this is just a random though that popped into my head not really that big of a deal)
