So i recently build a new computer, nothing fancy I'm only looking to play league of legends anyways.. But when I'm in game i go from 40-50ms to like 1300ms and in that time I'm completely unable to move. I'm confused because when i was on my old system this never or rarely happened but now it happens in every match i play. I don't know who to blame my pc, my internet, or the game... So my question is : Is there anyway the computer could be at fault here?

Now things get more complex. If it never happens to your router then it is somewhere in the connection between you and the server.

Use the tracert cmd to 8.8.8.8. This will give you the ip addresses of the routers in the path. Your first step is to leave a cmd ping run to 8.8.8.8 and the ip in hop2. Hop2 represents the connection between your house and the first ISP. Hopefully this ip responds to ping commands.

You will want to show the ISP that you have no ping delays to your router but there are delays to their first router. They can test the connection between your house and their router.

You want to be very sure there is no other traffic running from your house because over usage of your connection will show...
You need to careful testing to narrow it down. First would be leave a constant ping to 8.8.8.8 run in a cmd window in the background.

You should in theory see issues in the ping at the same time the game sees problems. If you do no then the game is telling lie that it is a network problem. If you do see issue change the ping to the ip of your router. This will show if the problem is inside your house or if it is the internet. If the problem goes away then then there is a issue in the internet. If you have issues to your router it can be the pc or it can be the router.

You should also try a ping from another device both to a remote location like 8.8.8.8 and your router ip to confirm the results.

Now I will assume you are running this on ethernet if you are using wifi it is not uncommon to get strange spikes in the data.

So yea i did the constant ping thingy and while i got a lag spike in game with 1000+ms i checked the cmd thing and it showed 40ms as opposed to the 17-19 ms i got regularly so what does it mean what do i do to fix it?
Also yes I'am using ethernet

If you see no problems in hop1 (your router) and hop 2. Then it becomes very difficult. You can continue to run ping to the various hops but the farther you get the more likely it is in a different ISP network. There tends to be nothing you can do to get problems between ISP fixed.
