I'm planning to go with ryzen build. So far I bought all the pieces except psu.Im planning to overclock the whole kit.

Specs:
Case: Phanteks p350x
Motherboard: MSI B450 carbon ac
CPU: ryzen 5 2600
RAM: x2 8gb g.skill 3200mhz (the rgb ones)
GPU: gigabyte gtx 1060 g1g 6gb
SSD : Samsung 960 m.2 256gb
Hdd: 2 TB WDB
X5 aigo fans
Cooling in general : air till the build it complete and tested.

I thought of seasonic focus plus (g80) 650w would be enough but I want to hear someone with more experience than me.

Seasonic 650w focus gold is an excellent choice.
It is a tier 2 quality unit on this list:

There are three strategies to getting a quiet psu.

1. Overprovisioning.
A GTX1060 needs about a 450w psu. Your psu requirements are primarily gated by your graphics configuration.
Here is a handy chart:

By using a 650w psu, you will normally run at reduced capacity and the cooling fan will likely not run at all.
A psu will only consume the wattage demanded regardless of the max capability.
A 650w psu will be able to run a future graphics card as good as a GTX1080ti.
If you are contemplating a RTX2080ti in the future...
Even overclocked, a 650W powersupply will be plenty for your setup. The focus plus gold is good because it has a passive silent mode. That means that the fan won't spin until it hits a certain load. However, if you wanted to make sure you never have to worry about your powersupply fan ever turning on, you could go with the Seasonic SSR-600TL https://pcpartpicker.com/product/rbvbt6/seasonic-prime-titanium-600w-80-titanium-certified-fully-modular-fanless-atx-power-supply-ssr-600tl It is a fanless 80+ Titanium powersupply, but it does cost a lot of money.

I plan to clock the CPU to 3.8 or 3.9 GHz, the GPU a bit more and the ram as far as I can because as far as I know ryzen work better with fast ram clocks. Also I don't plan to put fanless psu because I'm too scared for some reason when it depends on psu.Im afraid that it will burn my whole house xD.I know it's childish but thank you. Also are the new Corsair rmx series good?

2. Efficiency rating.
Buying a more efficient psu will result in lower requirement for a cooling fan to run. Gold is better than silver or bronze, but not as good as platinum or titanium.
Gold is plenty good enough.

3. Quality.
A quality psu will run as advertised at in case temperatures. A cheap psu will have ratings that only apply to room temperatures.
