[Video] Why does this happen? I need to enable and disable Turbo Core everytime I restart my computer for my OC to work.

Hi everyone!
I have an AMD FX-6300 OC'd to 4.4GHz at 1.35V. The Overclock is stable but for some reason it wont go to 100% usage in any application unless I got into AMD Overdrive, enable turbo core, click apply, and then disable turbo core when the warning comes up. After that it will go to 100%. I have a HYPER 212 EVO and I have MOSFET Heatsinks on my VRM's with a fan blowing on them. I also have AMD Turbo Core disabled in the bios. Here's the video:

Many factors involved to secure targeted speed on all cores, the easiest determined factor would be cooling, don't expect much from air cooler, you'll be well inform if you spend more time studying OC.

If your apps don't take full advantage of OC'd FX 6300 alone, then you should ask their developers, in the mean time you can help your self buy using faster drive such as Intel Optane 905P SSD, then add more RAM (if avail).
