First, trying disconnecting ethernet cable, if the doesnt work:

what motherboard are you using?
is that a new pc you just built? if so you need to install windows on a usb and then boot from the usb and install windows, if not as I said earlier go to boot options and set your sshd as the main boot priority. and restart/boot from that sshd

ok so this is what I think you should do, if it wont work you should probably seek for professional help.
1) turn of your pc
2) disconnect lan cable
3) turn on pc
4) press F9 to load optimal default values for all the settings
5) press f10 to save changes and exit the SETUP UTILITY
6) if pc boots you are done, else follow the next steps:
7) set fast boot to disabled, Boot From Onboard LAN to disabled and leave anything else on default
8) press f10 again to save changes and exit the SETUP UTILITY
