PC underperforming. HELP

So I have a x4 860k and a GTX 1050Ti and I get about 30-40 fps in GTA 5 on the lowest settings. I looked up others testing the same specs and they would get about 50-65 fps with most settings on High/Very High. My graphics drivers are all up to date so I dont know what else could be causing this. Any help?

"Others" could be overclocking the CPU, overclocking the GPU or they could have faster RAM. There are lots of reasons that someone with "the same" hardware could be much faster. For the configuration you have, you may not be "underperforming"...
