Hi

You should have said this is a usb wireless network card
Is it in a usb 2 or usb 3 port?
Is it on ac or wireless n connection?

Were both laptop and pc at same distance from your internet router, wireless access point?

Wireless AC is faster than wireless n at close range only

Pc metal case can shield wireless signal .
Usb at front or rear of case can affect connection speed

It's in usb 3.0 port, on usb 2.0 it was like 8mb/s and really lagging, ping was really jumpy like 1000 then for a while 1000 and again 2000 etc. laptop and pc are at the same distance from router, it's 802.11ac, both on pc and laptop yet laptop seems to be just a few times better, it's connected via 3.0 port usb at front of case

It's a bit late but:
Had slow download speed but very fast upload with the tp link AC600.
I changed from USB 3 to USB 2 slot, which solved it for me, never thought about this.
So thank you for pointing out the USB slots.

Router is set to 802.11b/g/n and the wifi adapter runs on the latest drivers from the tp link website.
The windows driver had the same issue you described, unstable speeds.
I also instructed windows to not switch the USB or the device itself to power saving mode.

My hope is that any of this gives you a hint at what might go wrong on your end.
