No one can tell until it's been released and we can see some 3rd party benchmarks and the price tags on the new cards.
it depends on what you are trying to get out of the card. are you gaming at 1080P@60fps, 1440p@144fps 4k@60fps.....you get the point. what I'm saying is the current generation of cards is great and we know what they can do, are you trying to push the limits? I'd go 1080ti as it still an awesome card and can do more than what most people need, not to mention the great deals available right now. you just have to take a look at what you are gaming at now and what you might be gaming at in a year or two depending on how long your GPU upgrade path is. Then make a decision
I can help you get an answer to this question. Is cost important to you? If it is, go with a used GTX 1080TI on eBay for $500 or less. That's insane value for the money with an included manufacturer's warranty. The GTX 2070 isn't worth the value for the money.
