Rpm 155k no Video

So I got a GTX 650 2GB and since then my PC goes unresponsive and give a blank display after some time. Not necessarily gaming but even if just downloading stuff and nothing else. First I read about the same no display problem and everyone suggested either motherboard problem or PSU problem. But after installing some monitoring softwares like AfterBurner and Gpu Z I noticed that my GPU's fan rpm was over 155k like 155234. Please help on what is causing this and is this the problem my PC goes blank screen? Even the power button doesn't work.

My specs :
i5 3470
128 SanDisk SSD
500 Caviar Black WD HDD
Corsair 750W fully modular PSU
And the Motherboard that came with the i5 3470 pre installed.

Sorry for the late reply. The GPU is a Gigabyte GTX 650 2GB and has the latest drivers.
I put an old GPU (9500gt) and it's been working fine now. The GTX 650 was really dusty could that cause the problem?
 
I think that dust causes less problems than people think.

Getting back to the 650.....was the fan spinning well?

It MAY be that because the software THINKS it's spinning at 155234RPM......it cuts the voltage to the fan and the fan doesn't spin.....but the software THINKS it is.

I reinstalled it and kept the case opened to see if the fan stops but it doesn't. Also when it's under high usage(gaming) the fan speed shows 3k. As soon as I stop/close the game the 120k to 150k returns. And even when 3k rpm during gaming it loses display after some time. On the other hand 9500GT still going strong and never losing display even after being on all day.
