Have a Hitron CGNM 2250 SHW router that I would like to use in conjunction with a Linksys N750 that I can set up with a VPN allowing me to access out of country programming otherwise blocked. I would want to use it with Linksys Powerling network extender so I can use the ethernet port on the receiver
 
Solution
If you have not purchased a router I would buy a mid range asus router that supports the merlin third party firmware. This third party firmware is much simpler to use than thing like dd-wrt and is fairly simple to configure for most VPN. VPN can still be a little tricky if the VPN provider does not have good documentation on how what options you set for routers. Many of the large vpn providers have separate guides for setting up the more popular brands of routers

Now the disadvantage to the large VPN providers is of the video providers block the larger blocks of ip to prevent what you are trying to do. Companies like netflix and amazon seem to constantly hunt down the larger vpn providers ip blocks.
U basically signup for the VPN service, and the simplest way is: Your_Laptop ---> Remote VPN server. What u have in between really doesn't matter a whole lot. Now if you want your whole LAN to participate on the VPN, then the "tunnel" would be established between your VPN-capable NAT device and the remote server.

Yes I want to modem left where it is, plug one lan line into the powerline extender. Plug the router with a VPN IP address into the receiving powerline extender and the smart tv into it? Can that work?

One more question? I want the vpn IP address installed in the second router to the tv without going through a laptop or computer of any kind. How do you do that? Every VPN configuration online always talks about installing a vpn on a computer?
 
It depends on the vpn provider and your router. Most have instructions on how to make the settings for different routers. Some they have a special config sometime called a OVPN file that you can import into the router and it will set the options.

It can be a little tricky if you are using some of the lower tier VPN providers especially the so called free ones. Many of the free ones are extremely hard to get to work on a router since they do crap like inject advertising which they can not do if you do not run their pc software.
