CPU fan running at high constant speed

Hey, I got a new PC some time ago and ever since the beggining, the CPU fan made way too much noise. So i lookes it up in HWiNFO and it says, that the fan is going on about 1750 rpm constantly, which is making a lot of noise. It does so even when I am not running any CPU demanding applications, when the CPU temp is about 30 C. I belive I have connected it right (check: https://imgur.com/a/CifgMdG).

My relevant specs are:
Mobo: asrock ab350 pro4
CPU: AMD Ryzen 5 1600
Cooler: stock Wraith cooler

Thanks for any help, I've already asked on Reddit and noone was able to figure it out, so hopefully you will :)
 
Solution
can be two issues. one you plugged the 12v led into the fan header port and the fan control into 12v for the led. with led port at 12v all the time the fan going to run at full speed all the time. the other issue is the fan not sitting on the cpu chip right and the fan has to run max speed to cool the chip or in the bios there a fan seting that not set right.
