Found Lost IPad 4 months ago, Can't return to owner. How can I remove passcode?

So before everyone judges me for being a scumbag and trying to keep it plz read below

One of my coworkers found an iPad Pro on the side of a street, with a terribly smashed front screen and scratched body all over. It was covered in dirt, yet to his amazement the screen was fully functional and the iPad was working. He took the iPad to Apple store who weren't willing to help him locate the owner and said to take it to the police. The Police told him they will simply take it in and wait for owner to contact them which is silly because it is not 3G/4G enabled and only has WIFI connection. This was roughly four months ago. He has given up all hope by now obviously and only told me about this a few days ago after we were coming back from coffee in his car, as the iPad was simply a brick laying around in his car boot. I told him to let me play around with it.

I cant find any email on the lock screen. Can't activate siri to "message mom" or "dad" (no WIFI or 4G). iTunes wont let me reset it because it asks to unlock "richards iPad" before it can connect to it. I don't see any scenario where I can get this back to the owner anymore and have decided to atleast try and keep it.

Does any computer/MAC OS genius here know any command prompts or genius tricks to wipe the iPad's memory clean and start anew? Perhaps once it is unlocked i could find the serial number through iTunes and thus locate the owner based on that? I am pretty sure my guilt of using someone elses product will have me sending that serial number to Apple to try and locate the owner lol but I need someone to shed some light on this matter first!

Absolutely no help with that from us, forum rules forbid us from helping to unlock devices or remove passcodes and I'm pretty sure your post falls in to that category.
