Loud Cpu Pump

My water cooler pump sounds like a car turning over, I have a be quiet pre made thing (just a rad and the block not sure of the model and technical term) sometimes restarting the pc makes it run quiet but a lot of the time it still does it, I've noticed in the bios when the sound happens the pump is only running at 300 rpm not the usual 2000
 
Solution
If it's hooked up to the CPU header, try moving it to a normal fan header and set the speed to max through BIOS and restart the system a number of times to see if the pump will start reliably with a different connection.
If not then I'll suggest you start a warranty claim or look for a replacement.
How is the pump connected?
Some plug directly into the CPU fan header and have no extra power lead, others use a 4 pin Molex for power but also hook into the CPU fan header in order for the BIOS to control the pump speed.
I've had two pumps with connection problems, both used cheap, nasty molex connectors that had to be replaced in order to get a secure connection.
