Online games massive stuttering

I am a casual gamer and face irritating stuttering in the 2 online games that I play.

1. GTA Online
2. Battlefield 1

1. The stuttering occurs whenever there are more than 10-15 players in the lobby. The game doesn't seem to care what setting I run at, stuttering persists even at the lowest setting (800*600; dx10)

2. Horrible stuttering, when getting shot at. Game runs smoothly for the most part, inconsistent stuttering.

I was wondering if it was the CPU that's struggling because usage is 90%+ in BF1 at all times, GPU usage depends on my settings. (stuttering occurs irrespective of graphics setting) GTA Online is different in that both the CPU and GPU are below 80% and the game still finds a reason to stutter.

Before you hit any buy button, it is best to correctly find out if the stuttering is really not from the networking side.
I5 4460 is not yet that bad.
Yes, 1050 is also not the best :)

If you do want to upgrade and if you can wait, wait for the next gen.
If you want to upgrade now, you have to pick either at least I5 8400 or Ryzen 5 1600.
If possible aim for I7 8700k or Ryzen 2600 (with or without x).

Stuttering can come from bad connection to he server too.
Try to:
- move to cable and not WLAN
- get faster internet contract or change provider if needed
- If the game let you choose the server, choose another server.

Aside from connection potential problems,
Your I5 4460 might have issues for BF1 but it should be ok for GTA but it could also cause issues with more connected players.

The one thing common between both answers is that my i5 4460 is obsolete.
Would it help if I got additional RAM? (I doubt it)
Would the improved performance from an 8th gen i5 (6 core) be worthwhile, since I would run the risk of it too becoming obsolete in a couple years?
Should I instead get an i7 (maybe 9th gen)?
Should I keep the 1050 till ive saved enough money for a 2070 or a smiliar GPU; Will I see a noticeable change after upgrading my CPU + mobo + RAM with the 1050 intact? Or should I just dump the card because I've heard that iGPUs in some of the newer processors are pretty decent.

Keep in mind that I'm aware that the 1050 would be the weakest link in my future set-up, and I would definitely upgrade it.

You do have a nice balanced system. The only issue is going to be on some of the more demanding games like BF1 or BF5. If I were to choose, I would upgrade the CPU first. Games that put a heavier workload on the CPU will cause that i5 to run at or near 100% and can cause stuttering.

Getting an i7 4790k for your current system is still a very strong CPU and would be a nice upgrade, the biggest issue that I saw (as of last month) is they were selling for a premium on Ebay. Cheapest I currently see on Ebay is $240. (should be more like $140)
