Is my CPU or Mobo dead?

So this is my first ever post on tomshardware and my first PC build.

Here is what happened:

I got amost of my parts and started building (my gpu was to arrive a day later) and everything went fine.

Then i power it on to check if i wired the front pannel connectors correctly. And sure enough, I did. However, out of nowhere i see a small flash and smoke coming from the mobo PCB just beside the most bottom PCIE slot. I power of the pc instantly, take a flashlight and see if there are any burn marks, funnily enough, there werent any. So i think nothing of it.

Then when i boot up my system with my gpu, no post. I breadboard and do each step on the tomshardware troubleshooting list. Still no post.

At this point I assumed that I fried my mobo, as a PCIE power cable must have touched the mobo PCB (when the pc was on) and caused a short.

I have RMA’d the mobo, and a new one is coming tomorrow, so i want to know if there is a chance that any of my other components were fried in the process. Just so that i could prematurely RMA them and have new ones delivered by Monday (worst case scenario i pay an extra £6 for return shipping).

Im doubtful anything else would've been harmed but no way I could say for sure. The PSU would be most likely to be damaged if anything. I would not return the CPU without testing it first. If you even can return it, most sellers don't allow CPU returns after they have been unboxed because people like to return them if they felt it did do very well in the silicon lottery and their chip overclocks poorly.

Dunlop0078, thanks for responding, i appreciate the reassurance that the cpu is probably fine, but in case it isn’t it’s still under the 30 day return period of the retailer i bought from.

Also if the PSU is damaged, are there any tell tale signs? As the paperclip method from what i’ve heard isn’t a reliable way to test the PSU. Also the PSU is semi modular, so would i have to replace the whole unit, or could i just replace the connectors?

Also, if none of my USB ports are sending power to my peripherals, is that just a dead mobo?
