GTA V - GTX 1060 6GB Low FPS

So i recently bought GTAV and i played it for a while after I suddenly realized that I was playing at very low graphics settings. So i turned them up since I had seen many tests with the GTX 1060 running this game at highest settings with ease.The result was stuttering and really bad FPS in general (probably under 30). That made me suspicious and I added the game to steam so I could see the FPS counter. And even after turning the settings down again, I rarely get over 50 FPS. When there is cars or other things it might even go below 40. I have also noticed that my GPU usage is always at 99% when playing the game. Temps are fine and my CPU usage is not over 50%.

Specs:
Ryzen 5 1600 at 3.9 GHZ
Asus Strix GTX 1060 6GB (OC version)
16GB Gskill Trident-Z 3200MHZ
MSI X370 Gaming Pro Carbon
BeQuiet 500W PSU (Silver)
250 GB Samsung SSD
1 TB Toshiba Hard Drive

This is making me really worried since I am now afraid that in other games my GPU might not be running as good as it should.

Overwatch: 120 FPS Ultra Settings (normal for GTX 1060 I suppose)
CoD BO3: 60 FPS (not sure, could maybe be better. I have locked the FPS since it is stuttering if it is unlocked)
The other games I play are not that demanding but they all work fine. War Thunder for example or Ori and the Blind Forest are always over 60 FPS at 1080p with the highest settings.

I am running the stock 3200 MHZ that the RAM provides with XMP on. But I have already fixed the problem (kind of). Since I really didnt know what to do, I simply reinstalled Windows 10. It now runs on pretty high settings at 60 FPS (still rarely drops to 50). But it still does not really work with every setting turned up to max. Which is weird but I am ok with that.

The 2560x1600 is just a little bit over 2560x1440, a little performance difference. And the 980 is very paired in performance with the 1060. How in hell are you getting +100FPS at Very high when a 980 is averaging 44FPS???? Not even 50FPS at 1440p for sure.

Cant test it right now but this is what I remember. As I said my GPU usage during the game is still 99%. The CPU usage is under 60%. I am running with some settings turned to max and some a bit lower @1080p. I dont know if the FPS are locked but i dont get over 63. But it basically never goes under 55 atm. I will test medium settings later. And maybe find out if the FPS are locked.

Okay quick correction. What I said in the answer was wrong. My CPU usage is always under 30% and my GPU usage maxes out at 75% with my current settings. When turning the settings up a bit (not all max) I still get 63 FPS max with the same GPU and CPU usage but the game is dropping to arroung 58 FPS every 5 seconds (which looks like small stuttering and is quite annoying) With medium settings I still only get 63 FPS (since they are locked) without many drops.

Its weird that I cant unlock my FPS. The setting is on "automatic" and I cant click it / change anything.


Another weird thing is that my friend with a GTX 1080 and an i5-8400 also cant turn everything to max at 1080p. If he does it also results in lag. I dont think the i5 is bottlenecking the 1080.

I also wanted to say that i have always been talking about GTA Online until now.

Ok forget everything I have said. I am simply dumb. Sorry for bothering you guys whith this thread.

It was god damn V-Sync the whole time. After turning it off I got 90-100 FPS with a minimum of 70 FPS @1080p with most settings turned to max.
I have also looked up some other performance tests and this seems to be completly normal.
