4k monitor not displaying 4K 60HZ using laptop (Asus fx503vm-dm042t).

I recently purchased a 4k monitor for use with my laptop which has a GTX 1060 and an i5 7300HQ (Intel HD 630). I attempted to plug it in with the cable that was provided in the box but the monitor refused to display 4k at 60Hz, only allowing 30Hz. I assumed, due to the fact that both the monitor and laptop were advertised as HDMI 2.0, that the issue was the cable so I purchased a cheap but seemingly suitable cable from Amazon (https://www.amazon.co.uk/gp/product/B014I8SIJY/ref=oh_aui_detailpage_o01_s00?ie=UTF8&psc=1) but this did not work either. I then attempted to change the RGB colour space from 4:4:4 to 4:2:2 to reduce the bitrate supposedly, but this also did not allow me to set the monitor to 60Hz. It does function at 1440p 60hz but looks quite bad and this defeats the object of purchasing a 4k monitor. Extra info: I have set windows to only show the image on the 4k screen and not both the laptop and the 4k screen and this hasn’t worked.
It shows in my windows settings that this displays image is being rendered by the GTX 1060.
Is it possible that the HDMI port on my laptop is 1.4 as opposed to 2.0?
Is the monitor broken in some way?
Do I need to buy a more expensive cable?
Any help would be greatly appreciated as I am going to University soon and may well need to resell the monitor (I bought it used).

HDMI 2.0 is the current build for that type of cable. It doesn't matter if you go cheap on the cable its self. When it comes to 4k gaming you need a really good build hooking. Hooking up your laptop and with that setup is certainly not going to output at 4k. Simply put your hardware does not support that screen.

Whilst I appreciate your contribution, the GTX 1060 as specified online (https://www.cnet.com/products/pny-geforce-gtx-1060-graphics-card-gf-gtx-1060-3-gb/specs/ and as verified by this post http://www.tomshardware.co.uk/answers/id-3244369/geforce-gtx-1060-run.html) has a max resolution support of 7680 x 4320 at 60 Hz (whilst this is the desktop version the chipsets are the same in both laptops and PC's). I am not intending to play games at the 4k resolution but simply use it for its ability to spilt 4 sections of the screen equally and multitask more efficiently. Furthermore, my graphics card does output at 4k, just not at 60Hz and is capable of some gaming such as Overwatch and CS;GO at this resolution 60fps (my two main games) as verified by this link if you skip to 4k benchmarks (https://www.gamespot.com/articles/nvidia-geforce-gtx-1060-review/1100-6441925/#4K_Benchmarks). So I don't think computing power is this issue as even much older graphics cards supported 4k 60hz but could not adequately perform in intensive tasks such as gaming at 60fps.

I'll be honest with you Jason not entirely familiar with how this forum works, I was under the impression that you down voted if the post didn't fully explain the issue from a subjective standpoint and you choose best answer when it does, as I don't really know why this is happening . Apologise if that offended you, and as I've said I appreciate the help/contribution. I think its great that you took time out of your day to attempt to help a random stranger on the internet and its not that I don't like your answers, I just like to have a very clear reason as to why things are not working as all the evidence suggests they should. Again my apologies, hope you have a good day :)
Edit: Just so you know i'm not wasting your time this is my last resort, I've used google extensively but unfortunately nothing has come up that has provided me with a solution as to why I either can or can't push 4k 60hz from my laptop.

Just to everyone who will potentially come across this thread, after resetting my monitor many times and also plugging in a Nvidia shield (despite this device not working intially as well) I tried one last time (with the same cable) to reset. I then started a game through Nvidia stream and then shut down my pc with Nvidia stream still running. After going back onto the main menu the Nvidia shield was outputting at 4k 60fps. I then plugged in the laptop again and lo and behold it functions perfectly at 4k 60fps. I'm totally baffled as to why this happened, but if anyone else is stuck in a situation like mine then this may (although an odd method) work.
Thanks again to everybody who gave up their time to try and help me. Shame I can't know what caused this, but am happy to have it working as intended.
