I have an hp z220 with an i7-3770 and a gtx 1060 with 16gb of ddr3 ram. I already have win 7 installed, and I would like to purchase another hd to install win 10 on while win 7 remains on the original hd. I was wonder how I would go about doing that. I was also wondering If installng dx12 on win 10 and using dx11 if on win 7 is possible without adversely affecting my gpu.

Solution
Easy.
1st - you have to disable fast boot option in BIOS. If not disabled, this can cause problems on dual-boot systems.

Then install new HDD. I'd suggest choosing SSD for OS drive.
Disconnect old HDD, so only new HDD is connected.
Install windows 10.

You can choose which OS to boot with boot priority settings in BIOS.

You can also add boot entries to bootloader. This way you wouldn't need to change boot order, if different OS needs to be loaded.
Use bcdboot command to add additional boot entries.
bcdboot C:\windows /s H:
(C: - windows partition, H...

You can add win 10 boot option to win 7 bootloader, when booted into windows 10 environment.

If you try the other way, you're gonna mess up bootloader.

Is a Samsung evo 860 the best ssd for the computer, or is there an equal, cheaper alternative than a 500gb version for 99 dollars?

if hes adding new windows on new drive, he doesnt need to disconnect old drive, in fact its much easier if it remains, dont change anything in bios (boot order) keep your old drive as it is now
hit f12 at startup to boot from your usb win 10 install and install it on new drive
dual boot will be ready

This is a family computer, so there is all of our important info on the HDD, I just want to verify that if I do this The HDD will remain the same and no data will be lost from it, it is crucial that nothing is lost in the process. And what will appear if I, say, restart the PC, how would I be able to switch between Os's on startup? Because I've only sen YouTube videos where it is two operating systems on one hard drive and not two operating systems on two separate drives.
