Low FPS & CPU Usage Very High

So my computer is fairly good i would say and i built it myself. On most of the games i play, the FPS is very low and its not very smooth, as it should be.(i think).

On League, at Max graphic settings, i get around 130fps. When i turn down the graphics to the lowest, i get around 140-150FPS.

On Fortnite, on max settings, i get around 120-130. In populated areas or many things, i get around 90, with stuttering.

On Overwatch, it ususally stays around 150-170, time to down it goes down to 120/130. This is at high settings, max is ultra which is next step. When i turn down the grapics, i still get 150-180FPS.

And on CSGO, at max settings i get around 120FPS.

Ive turned power settings to maximum and checked all grapic drivers and everything, used malwarebytes and ccleaner to look for miners but it didnt find anything. Ive tried what i can think of but i refuse to believe that this is what my computer is able to do. I think it should push 300FPS in most games on almost max settings, should it not?

May just be a hidden virus. Something may be in the background using it all without saying anything. For example, WinRar will use a LOT of CPU, without saying anything in task manager. The FPS problem is simply because the CPU is at 100% and the power is being taken from the game.

Well, Malwarebytes is a good start, but if you did it already then It may just be a leak, just like a memory leak. Might end up having to reinstall windows.
