I recently bought a gtx 1070 along with a new motherboard and i decided to take apart my computer and install my am4 along with 1070 on the mobo but when i tried to remove the stock am4 cooler it was diffcult to get off and i was very careful but the cooler woudint come off so i gently pulled the cooler than off came the cpu and than i noticed some pins were bent so i used a card and small needele to fix it and ended up braking 3 pins 6 pins are facing the other pins and its hard to make them even the 2 other pins are bent all the way down facing down to whare i cant unbend them im not sure what to do at this point

The Ryzen 3 1200 is a 3.1 GHz / 3.4 GHz turbo quad core. The operating frequency is low enough that it might be a possibility.

Check out the Windows Task Manager CPU % and Memory % usage. If the CPU % is high during gaming then it likely is. I would also look at the memory usage, that could account for it too.

?

What do yo mean? All graphics cards are susceptible to low system resources due to inadequate RAM. For example if you only have one 4GB stick of RAM working, any graphics card isn't going to perform to it's capacity.

And as far as GTX 1070 VRAM goes, the vast majority have 8GB of VRAM (which is fine).

As for Micron memory, there have been reports of problems with Micron memory modules. Who knows. There have been GPU BIOS released to address the issue.

I'm sure a certain amount of the rumors are more based on AMD / Nvidia rivalry.

For example here is a discussion on the topic.

https://www.reddit.com/r/nvidia/comments/59k9by/how_serious_is_gtx_1070_micron_issue/

and another...

https://hardforum.com/threads/nvidia-gtx-1070-vram-lottery-micron-or-samsung.1908758/

The thing is there seems to these type of discussions going back many years. I remember same thing going on about the GTX 970 VRAM too. Regardless of the fact that the GTX 970 had excellent performance.

I looked up my processer and it should run the minimum for fallout 4 i get low fps in other games like bf1 and wolfinstein 2 the gtx 1070 should be able to keep a solid 60 fps on ultra fallout 4 and geforce experiance already gave me the optimal settings i bought this gpu at best buy and i still have the box and manual but im not sure if thay will understand my issue

If the return period has expired, it is up to them if the will accept a return. But you still have the manufacturer warranty for repair or replacement. If that is what you are referring to.

That isn't out of the norm. CPU % and Memory % fluctuate with the demand on the system. The GPU usage also fluctuates for the same reason. Although it is more the result of the complexity of the display. The result is that the FPS also fluctuates with the complexity of the display.
