I recently build a gaming PC for a friend. All salvage or used parts, with a fresh install of windows. Recently after updating a "USB mass storage device" driver, the vertical scroll bar of any application doesn't work. It locks to the top of the page and stays there. Any attempt to scroll down results in the page scrolling up instantly.
I'm not 100% certain the USB driver caused this, but It has to be a software issue, as the issue doesn't exist in safe mode booting. Reinstalling, disabling, or reverting the USB driver did no good. We've tried malware-bytes and kaspersky scanning, and found no issues. sfc /scannnow found nothing either.
I've tried everything short of reinstalling windows. I can do a system restore, but that'll bring back another issue we recently fixed. Can anyone think of what's causing this?
I think it's kind of obvious, but of course I tried switching the mouse/keyboard.
Specs: Windows 7 OEM home premium
Intel i5 4590
PNY gtx 1060
GA-H81M-S1 mobo
Single stick of Vulcan 8gb ram
One brand new 250gb SSD, and an older 500gb HDD
An added in USB pci expansion card, which has an internal header that connects to front panel USB. The driver for this card may be what I updated above.
