Computer Stuttering Randomly (Partially Fixed)

Update: I fixed It for the most part by disabling an AMD sata driver. I still get occasional hiccups for like .5 seconds but it is way better now.

My computer is stuttering a lot recently, happens at any time such as playing a game, watching youtube, or even when I am just on the desktop idle.

Specs:

Ryzen 5 1500x

1060 6GB Zotac Mini

Biostar B350gt5

BX300 Crucial 240GB SSD

Toshiba P300 7200RPM 1TB HDD


Any help is appreciated, so far I have not had any luck finding out what is wrong, event viewer shows errors and critical but not around the time it starts stuttering, it is totally random as far as I can tell.

Nothing is using high anything when it happens, the cpu is usually at under 20% gpu is only like 2-3% disk is never above 40% memory is usually less than 30%

I did try to close things through and closed pretty much everything i had open and all non ms processes and it didn't help.

The only drivers I have updated recently are IDE ATA/ATAPI controllers (ssd and hdd drviers) and the Nvidia graphics driver, I updated them to try to fix the problem as they are the only drivers that were out of date according to iobit driver manager pro.
