How many of your neighbors are on that same pipeline?

On a completely possible unrelated subject, I am not sure what the rules are on torrents/downloading in your locale but am aware that ISP here will throttle speed on accounts they think are doing so. Normally in a situation like this you would have been warned in some fashion.

Wired, wireless? Hardware: modem, router, switches, etc..?

All devices or just one particular device?

Need more information overall.

Also:

Run a few more speed tests at different times. May just be some interim problem with your internet service or further on.

Check all of your connections and devices. Ensure that everything is fully and firmly connected.

By "engineer", I believe that you mean a service tech from your ISP - correct?

Who is your ISP and what service level are you paying for?

Call the engineer back and have the engineer double check everything including any ISP provided equipment.

Ensure that your ISP devices are working at speed before the engineer leaves.

That leaves the problem being on your side and on one of your devices: e.g., the router.

Who has administrative right to your network and router? You will need that person to help you.
