Can't run games I should be able to

Hey so I have an Inspirion 15 5000 series (5567 to be specific)
I've had it for a couple years now but haven't really used it a ton
the specs are
CPU: i7-7500U @ 2.7Ghz
RAM: 8 GB (not sure which DDR)
GPU: Radeon R7 M440
OS: windows 10

I've been able to run CS:GO with normal settings at 60 FPS 1080p (default display size) for a while but as of this past month when ever I try to hop on and I get into a lobby my frames drop and it's absolute crap. I've kept my task manager open on another monitor just to test it out and the GPU runs at 100% which surprised me because I know CS:GO is not a very demanding game but I have no idea why I can't even play team deathmatch at 60 frames. I have an ethernet connection so I'm sure that the Internet isn't the problem and I've done speed tests and getting around 94 mbps every time. I've been around the internet trying to find a solution but can't seem to find one. I've built PCs in the past for friends and myself and thought I knew my way around a computer pretty well but after running into this problem I'm stumped. Just incase I was going to be suggested it yes I do have my battery settings at best performance. I've also checked to make sure my GPU's driver is updated and it is. Appreciate any suggestions and willing to try anything to fix this because I'm in college right now and left my desktop at home so this is the only way to really connect and play games online with my friends. Sorry this is so long.

Maybe summer time is pushing your PC temperatures to a point where the performance needs to be lowered to avoid thermal damage. Install Rivatuner + MSi Afterburner and configure MSi Afterburner to show GPU and CPU usage and temperatures.
