Frame Stutter + buzz from PSU under load

I am getting frame stutter every 5-10 seconds and loud buzz from PSU during games like Fortnite, even in the menu screen, and in League of Legends as well. The PSU (Corsair 750cx bronze) cannot be the problem, as I have already RMA'd it and replaced it multiple times with no fix. I am thinking that my GPU is probably drawing too much power (voltages incorrect?) or perhaps it is another component. I have already tried replacing GPU as well. Can someone take a look at my HW Monitor Logs and please let me know if all voltages are good for the motherboard, CPU, and GPU? I noticed that my GPU power is over 100% during load. The BIOS shows that the 12v+ is actually higher than 12.0.
*Update: I am getting random shutdowns now. I checked event viewer and see this error:
Kernel-Power: "The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly."

There does not seem to be any system error immediately preceding this.

During the FPS stutter, in which the screen freezes for a few seconds, the PSU hesitates (i.e. the buzzing noise from the PSU stops), then after the stutter, the psu buzzes again. What can cause this?
