Fallout 4 Performance Issue

Hey everyone, I recently started playing Fallout 4 again and I've been doing some research as to why my CPU/GPU usage is so low in Fallout 4, but I haven't found anything conclusive. I'm running the game at 1440p with all settings set to max and V-Sync is turned off (both in-game and NCP). I've also set "iPresentInterval" to "0" in the "Fallout4Prefs.ini" file. Kinda stumped. Any ideas?

63 to 74 fps in a game that's known to run somewhat poorly doesn't seem that bad. You should set the performance overlay to show the utilization of each processor core separately though. Overall utilization might only be 50%, but that's likely across all available threads, and it's possible that one or more cores could be maxing out.

I have set it in the past, but I switched it around as it was getting in the way. Never saw high CPU usage. This issue only seems to be occurring in the main world, when I enter a space that requires me to load into it, my GPU usage hits 99%.
