Speed gimped on fresh W10 install

I reinstalled my OS et al to try to fix something that turns out wasn't on my end. Now my internet speeds are terrible. Between <1 - 2.5% (of gigabit, 9 or 25 of the 930 Mbps yesterday and usually...)depending on where I check. The common number seems to be 25Mbps of 1000, but that's in flash based tests. The upload seems stuck there too but it is only supposed to be 30, yet hits 33/34 usually, and ping is pretty normal as well. Testmy.net puts it at 9Mbps and glitches out on the upload...I'm thinking it may be because I was a little more heavy handed with the Win 10 Spyware gutting but i did it pretty heavily last time too.

So far I've:
1) Reinstalled Lan driver, diff versions too
2) Ran the cmd stuff, flushdns, autotuning off, winsock reset..
3) QoS turned off
4) Energy efficient ethernet disabled
5) Cycled networking hardware, tho the other computers are fine, actually even better lol.. tho that's likely unrelated

For some reason IPv6 is disabled on my adapter.. I don't think that's right..

EDIT: i should also mention that the speeds were just fine until i started messing with windows spying, i got a couple of my steam games at 70+MB/s. Thought maybe it was something in the host file, but there doesn't seem to be anything there, at least not after a couple of system restore attempts which failed to fix the problem.

OMG..i installed fresh again and... My speed is even worse.. How is that possible..

[strike]SOLUTION[/strike]: I was mistaken, it was a temp fix

I THINK I've figured it out, the new driver that windows forces uses automatic speed & duplex negotiation constantly, when u stab windows in the telemetry, it decides you must have bad internet, or at least you will now. Even though the adapter is showing full duplex 1.0 Gbps, it isn't running at it.

I changed the auto to 1.0Gbps full duplex (in device manager>network adapters>*intel... I218-V*>properties>advanced>speed&duplex) and it seems to be working.. for now. AND IT DOESNT WORK ANYMORE

If your ISP does not provide IPv6, leave IPv6 disabled.

What make and model is your Ethernet adapter?

Are you sure that any wireless adapters are disabled?

How is your current LAN adapter configured? DHCP or Static? Any other devices having problems on your network?

Please run and post the results of "ipconfig /all" (without quotes). Someone may spot a problem therein.

I get that my post was kind of long and a mess.
In the point 5 it says that the other computers are fine.

The gist is that the speed was fine before and after I did the fresh install, then killing windows spyware broke it, and after another fresh install it remained broken.

I forgot that windows never really wipes unless u forcefully wipe the drive, which is what I'm attempting atm, but the latest wddiag is suspiciously missing the option to write zeros to the drive, i fear i may need to get an older version and wipe it properly. It's possible that just deleting the reserved partition may work, but I don't feel like wasting an install cycle on it, especially since this latest install after this non-zero wipe created a 529MB reserved partition instead of the typical 100MB one...

I'm hoping someone knows which part of microsoft telemetry etc is responsible, so that i may find a circuitous way to circumvent it instead of flat out killing it and causing this issue.

Not sure where I went astray with respect to #5. Apologies.

Have you observed your system's activities and performance via Task Manager and Resource Monitor?

Especially with respect to network related activities.

Just run one or the other and watch until the system is stable and stays stable - no background activities such as updates, AV scans, backups.

Then leaving the Task Manager (or Resource Monitor) window open and slid to one side proceed with gaming, downloading, or doing whatever you normally do when the internet speed falters.

May spot some application, process, or service bottlenecking your system.

And do doublecheck the network adapter's configuration and remember to post the "ipconfig /all" results.

Who has admin rights to your network router? The router's logs (if available and enabled) may be capturing some problem.

I checked the network activity before my latest fit of burn it all down and reinstall, it was just iexplore doing the speed test and some odd service i forget using a fraction of the few Mbps being consumed by the speed test, which made it past 3 to 4and change,so while that's technically progress..

I'll post the info when this install fails to fix it

In my fresh install saga, i was installing as little as possible to test, and with nothing else there, ie e was the only browser, i was testing the speed(on fast.com) as my only indication of the problem's status. It sure ended because i unplugged my Ethernet cable. Pretty sure it ended at the end of the test tho, network usage dropped.

o btw, it only fixed itself temporarily until i started stabbing it in it's telemetry again. Ya I know a regular ppls would have just gave up, but I'm REAL stubborn. Now it's gonna hafta pick a new fight, which I don't doubt it will.
 
You are lucky that works. First there is not concept of full/half duplex for gigabit. It transmits at 1gbit on both end on all 4 pair at the same time.

In general if you hard code one end and the other is set to auto...your router likely only runs auto... it can get confused. Since one end is transmitting the negotiation signals and the other is not many times the end with auto will give up and default to 100mbps/half duplex. Device have gotten a little smarter and can sometime detect the speed is gigabit even when the other end is not auto.

I was fluctuating between 3 and <5 Mbps. I see you are using logic and technical normalities, or "shoulds". These things are not a concern to Microsoft when you pick a fight with them

AAAHHHH u jinxed me! It works no more.. What are all these wan miniports windows did that prevent me from uninstalling and using a different driver?

It seems when i block wermgr.exe everything goes to hell, as well as when i filter windows/microsoft telemetry IPs and they can't communicate, the connection gets choked to nothing
