Oddly low CPU usage in CPU intensive games

Hey everyone! I've noticed that while playing games such as Ac: Origins, my CPU only runs at 30% and my fps fluctuates massively between 25-50 fps, which seems pretty low, especially for a game which is infamously CPU heavy. My GPU usage is usually between 85-90%, so is it just of case of being bottlenecked by my GPU, or is there another issue?

I'm running a Ryzen 5 1600
GTX 1060 6gb
16GB DDR4 RAM
Asus Prime B350-PLUS mobo

My fps seems pretty unstable in most games which i thought i would be able to run on my system, like AC: Origins, as well as Final Fantasy XV, even games like Starbound run at low fps. Is it just a case of needing to update my GPU?

At what resolution are your running these games?

Simple to test. If you decrease graphics settings and the FPS goes up, your are GPU bound. If the FPS stays roughly the same, it is the CPU.

You'll want to monitor temperatures during these tests.

R5-1600 does have 12 threads, so seeing a CPU usage below 100% is going to be fairly common. Most games still rely on a single core for most of the work.

I'm running everything at 2560x1080

While testing Assassins Creed: Origins and FFXV, i get about 10fps improvement between the highest and lowest settings. The GPU ran between 80-85 degrees and CPU ran between 40-45 degrees while testing this
