RTX 2080ti with Ryzen 5 1600 and 620 watt power supply?

Is the power supply sufficient? and will a Ryzen 5 be able to keep up, or do i have to upgrade my processor and power supply too?

Yes but your CPU would bottleneck the GPU, I'd recommend the 2700x or wait until gen 3 Ryzen is released, or if you already have the 1600x you can replace it any way as AMD are keeping motherboard support for AM4 until 2020
