Will my i5-7400 play at 4k

I am thinking about upgrading my gtx 1060 3gb. To a gtx 1080 and was wondering if it could play 4k or if I would need to upgrade my CPU to a i7-4770k

Your CPU is fine and perfectly capable of handling 4K gaming. By playing at 4K you are shifting the load to the GPU so every game becomes GPU bound and the only real limit is the GPU power not the CPU. At 4K the performance difference between various CPUs becomes too minimal as long as you have at least a capable 4-core CPU (as you do). Good luck.
