Tor and Nord

Hello I am currently using Tor browser and NordVPN together. I have been doing so successfully for a while now but i want to learn more about the actual "networking" side of it. I understand how VPN's work ( they make it seem like your IP is coming from another location).
But what i recently noticed when using them both together is that whenever i go to a different site like (whatsmyip.com, whatsmyip.org) every site shows me that i have a different ip from a different location.
Is this the Tor that is causing this?
Also i have seen from certain sites that say you can use the" Tor over VPN" setting in NordVPN. I have tried it once and connected but then it wouldn't let me open the tor browser. If anyone has any solutions/ suggestions that would be greatly appreciated.

from your place your isp is going to see encrypted packets going to nord, nord is going to see that it's then going to tor.
inside tor it can jump through multiple nodes or services inside tor, or exit tor and come back.
someone would need to see packets on certain nodes to be able to piece together where it's from/to.
