Getting Devices Ready Freezing

I recently purchased a new motherboard, due to the previous MB no longer functioning. I have installed the new motherboard, upgraded RAM, and installed a new processor. I am still using my previous hard drives (1TB used for the OS and a 4 TB for all my other data). Upon installing all the components, the PC turns on and prompts me with "Getting devices ready." After about 3-5 minutes the computer freezes up and will no longer have the spinning dots under the prompt. I even left the PC on for about an hour and a half, just to see if maybe by some miracle it would finish. I checked all the connectors and everything seems to be fine. In addition, I am running Windows 8.1 Pro. If anyone has any suggestions, any help would be greatly appreciated. Thank you!

You did reinstall the OS after installing the new motherboard? If you didn't, there's the reason your system is hanging/freezing as it tries to identify new hardware that wasn't present when Windows was originally installed. It's totally confused.
