Pc wont turn on. Motherboard led blinks but fans wont spin

I was playing zelda on cemu yesterday and my pc suddenly shut off. I tried turning it back on by pressing the power button but no use.
Nothing would turn on. No fams spinning, no hard drive activity... nothing!!!
I unplugged everything including the plug from wall socket. Opened the cabinet removed all the connections and just left the 24pin and cpu connector on. And i then i plugged the pin in wall socket. Now keep in mind that i DIDN'T press the button on my pc cabinet.....and still the motherboard led started blinking. I dont remember how powerful it was before but now it was very faint but blinking nonetheless.

I thought this meant the psu was bad. So i checked it with the metal paperclip test and the psu fan actually started spinning which wasn't happening before. But it was very quiet and slow.

Now does this mean my motherboard is fried? Or is it just the psu? Im praying its the psu because i was about to replace it anyway. If the mobo is gone then i would need to replace both now.

Also the current psu is the crappy coolermaster thunder 450w.
The rest is:-
Cpu: Fx 6300
Gpu: Gtx 960
8gb ram
500gb hard drive

Cemu is very cpu dependant and it used to be always 60°C all the time. I think that would have stressed out the psu too much. I know im a fool. I though i could get by for another 2 months before buying a new psu. But shouldn't have run cemu.

Can anyone tell me what exactly the blinking led means?? If its just the psu then ill order a new one right now.

I live in a remote place and there is no IT repair shop near by. The ones that are must be closed because of the festival going on here. So ill have to wait till monday to show it to someone and THEN order a psu. And it would take longer to arrive then.
I want to play a few games before my college starts again.

Any help would be appreciated.
