Should my GPU be at 100% usage while playing games?

I bought a Asus Cerberus 1070Ti,and i feel like im not getting much higher fps on lower settings compared to my old 1050ti.
When i use ultra settings in games everything is okay(and the gpu is at 95-100% usage),but when i lower the settings(to low/very low) usage drops to 30-50% and the fps jumps only a little bit.

PC specs:
550W Seasonic Focus plus gold
Ryzen 5 1600
500Gb HDD
128 Gb SSD
2x8GB RAM
Asus Cerberus 1070ti

I play World of Tanks,Fortnite,Pubg,CS:Go and similar,my cpu usage rarely goes over 30%.I can't overclock because i have an a320 mobo(didn't look up when i was buying,just asked for a cheapest compatible one) :(

Just a moment,didn't let me finish it because my SSD is almost full,need to delete some files

Two things stand out:
1. Your GPU is underperforming. Let's leave this for now. Could be background apps interfering.

2. The Mobo is not recognizing the RAM correctly. Update BIOS. Google if you don't know how to. I hope you checked compatibility before buying it.

Ok,i will do that,i bought the same ram stick i already had in my pc(Both are Adata 8Gb sticks)

Why is my benchmark for the gpu so low compared to other 1070ti's?
