Is the virus still alive? what do I do.

A couple of days ago I got a pretty nasty virus, I spent an entire day trying to get rid of it but wasn't able to, actually, after all my work it ending getting worse and causing more problems. I called quits and formatted my OS drive and reinstalled windows 10. After getting my normal software back and finished the latest windows 10 1803 update installed I got some new problems. 1st was google chrome would take so long to load website it would just fail and stop, i've never experienced this before. 2nd was I would micro stutters every so often being anywhere from 1-8 seconds freezes. I did all the updating I could everywhere. all updates from motherboard manufacturer and everything I could think of. Problem 1and 2 where still present. I gave up and formatted all my storage device. 2 HDD 1 SSD 2 M.2 SSD. Right now I have windows 10 pro installed on my normal boot M.2 SSD and Google still takes too long to load website it fails and my pc still kind of freezes. My mouse will move but when I open/close something or type something, sometimes it just takes a second. I've never experienced this before either especially with a new build. pc should be smooth and quick right?

Is it possible the virus survived past my formats and reinstalls of window or may it have caused damage to my main M.2 SSD? my next guess is to put my OS on my other slower M.2 and see if the performance is the same on that.

Side note - Microsoft Edge is much much faster than Google Chrome. I can go without Google Chrome although I don't want to but what about the baby freezes? I've encountered viruses before and always just restore and redownload my software and go on with life but now its like my pc is sick or damaged?
